PowerBI Free Account with a custom AD

Hi, I was following this post: https://powerbi.microsoft.com/en-us/documentation/powerbi-admin-free-with-custom-azure-directory/ to create a free PowerBI account with a custom AD so i can exercise the PowerBI APIs. Everything worked fine except the last step. After I purchased a free PowerBI license, I go back to my billings => subscriptions and I see this:

I wanted to assign licenses to users within my custom AD, but none of that works. I waited for 12 hours....but still this message persist. I tried to do a service request, this did not work either. 

I would appreviate any help or pointers.
