Content Pack Template (being deleted)

This is not the behavior I would expect and I'm wondering if anyone knows how to fix this.  Here are the steps to recreate:

1. Create a Workspace (A) and publish a "Content Pack Template" from that workspace
2. Create another Workspace (B) and bring in the "Content Pack Template
3. Create yet another Workspace (C) and bring the the same Content Pack Template
4. Delete the Workspace (C) created in Step 3
5. Create a forth Workspace (D) and attempt to bring in the Content Pack Template.

In step 5 you will notice the Content Pack Template is no longer available.  I would understand if I deleted the Workspace (A) which published the Content Pack Template was deleted that the Content Pack Template would also be deleted but this is not the case.  Does anyone know if this is expected behavior?  To me this seems like a bug but perhaps I'm not understanding something.
