The new approach of Power BI Embedded introduces the master account which is used to generate the embedded tokens. This account need to have the Power BI pro license.
We don't want to use our primary Office 365. Instead, we would like to create separate Azure Active Directory tenants for our application with different enviroments (development, staging and production).
So in that case, I am not sure it is possible to buy Power BI pro license for master account WITHOUT having any Office 365 licenses (E3 or E5) for the new tenants. And how?
