Does the API for embedding tiles and report publish publically like the, publish to web feature?

I'm trying to get a Power BI report to show up in an web page using JavaScript and HTML. I was able to do it by doing the publish to web feature and copying and pasting the code into my HTML.

I just learned about this API:

Does this method still expose any reports to the public?

Can I use this method with ONLY HTML and Javascript like I was able to do with the publish to web method?
